Is this question serious? Count up the number of goals or shots on goal. Totally bogus and defensive. In a battle for worst World Cup with 1990's.

as for the winners they have been attacking teams always moving forward and the team that set the play of the game always won. as for the more passive teams the game was more defensive because they were afraid and clueless. i think it was a nice mesh of both attacking and defending tactics.
