i agree with you but i am going to have to say England too! they just can't get into the semis...they have such talent and can never finish the job! england is definently an underachiever since like 1966 or something...geez!

The answer to this question really depends on the context, especially if when you say "the World Cup" you really mean just the Finals.

But to answer your question in its pure form - meaning that we include the entire history and the entire competition, not just the Finals, and assuming that by "under-achiever" you refer to poor performance and not simply a failure to live up to potential (which is speculative) - the answer would probably be American Samoa, which is the weakest team in arguably the weakest conference.

They have never even remotely had a chance of getting into the Finals, despite their potential to qualify being relatively easy by comparison to teams in other conferences.

They consistently lose their preliminaries, and usually by very large margins.

How about Land of Eng? No Finals bar 1966. Overhyped and always fail to deliver the goods.

At least Holland made two Finals.

Spain are just overrated. Love 'em loads but they just crush your heart every time.

I would have to vote Spain on that one. To date they have yet to win a world cup yet their domestic league is one of the strongest in the world. Their best showing is 4th place in 1950. So yeah, I'd say Spain.

Paraguay...having reached the second round on 3 world cup tournaments, then went absent for 28 years----losing most of their top players to the European leagues.

Feel sorry for Paraguay!

I hate to admit it, but Spain has let us down way to many times. The team looks great on paper, but on the field, paper is worthless.
