It's just a piece of cloth that goes around the neck & crosses in the front, I'm not sure how it's held together in the front.

This took some time to hunt down an answer to, b/c I know exactly what you mean and I have no idea what it is called.
At first I thought the answer was: he's actually wearing a button cover with a crosswick shirt.

But that doesn't look right. It's clearly not a bowtie, ascot or four-in-hand. I'm wondering if it even has a formal name, since every site I visit is lacking in Theo's particular neckwear. Sad to say, but I think whatever Theo wore is clearly no longer in-style. If I find a better answer before time runs out on this question I'll update.

Ascot.
A necktie with wide ends, worn around the neck and looped under the chin. Part of formal dress, it is usually made of a plain fabric, often silk. The loop, or double knot is sometimes held in place by a pin or tack.

A Bolo tie? Its normally a thick string, cord or piece of leather, that is fitted through a decorative piece at the front. Its western in origin.
