Some people have a phobia about touching another person's feet. My sister is that way. She doesn't even like touching her own feet. (someone needs counseling)
Invest in a nice foot bath with all the nice bubbles and warm water. Soak them for as long as you want. It will relax you, as it softens your tootsies.

If you really need a pedi, do it yourself or book an appointment. Who died and made your sister your personal pedicurist? If she doesn't want to do your feet, why do you think for even one minute that you have the right to try to make her do it?
