For some countries,corruption is a part of their culture.And there are many cultures across 193 countries and 271 administrative regions worldwide.In other words,you can only see the corruption as a social phemomena in the diversity of the world's culture.But of course,if we want establish 1 world standard which make everyone transparent and free of corruption,we can do it.But we have to make sure everyone in this world is participating in establishing that standard.If 6 billion of world population can participate in establishing a corruption-free world,we can really have a corruption-free world.But in reality,there are always a minority of people who like to do things their own way or in other word:their do not follow any law or standard.They are just not cooperative enough.Unless these minority of people do not exist,then,we will never have these avaricious people on the news again.

I once met a nice woman at a gas station, I commented on her car , a new Lexus, and she said she didn't get to drive all the time because the nonprofit organization she worked for had her over-seas often, finding ways for third world countries to get fresh water. This was in a very affluent area near San Francisco, one of the most expensive areas in the world to live. Nice job that nonprofit organization is.
