I am in a Marina that provides internet service via wireless hot spots, when I set a P2P program to download something. I come back a few hours later and I have been dissconnected. Are they just automatically resetting their hubs to prevent people from doing that very thing or are P2P networks not recognized as "internet activity"?

a lot of the free wireless providers set "timeouts" for a connection. I think two hours is common, but check with your marina IT people to see if they reset after a certain amount of time.

i would suspect the latter, they probably disconnect you for using too much bandwidth
