I am unsure of full body burials at sea, but there is another eco-friendly option. You can be creamated then have your ashes made into a "reef ball" these are then placed in the ocean and coral reef grows on them. Your reef ball also contains your name and DOB/DOD on a plaque and im sure whatever you want it to say. These are placed in the ocean and mapped and divers can visit you by following the map etc. See the site below for the full scoop

I believe that if you go out into international waters, no one can say anything about it.

In 39 states, you can be buried in your own backyard. You don't have to be embalmed or anything. Your family can just pick up the body from the hospital or morgue and chuck you in a hole. They will have to register the hole on the property deed, though.

I am not sure. You might want to contact the local coast guard. They would be able to answer all of your questions.
