One definition of dumb is, of course, the inablity to speak. More on the order of what you must mean here, dumb and stupid have pretty much the same meaning. People said to be dumb, or stupid, lack the mental capacity to reason, to comprehend and solve even simple problems. The difference is that 'dumb' is a colloquialism, while 'stupid' is, formally, an IQ range.

Dumb means mute. A dumb person can't speak. That's why manequins are called dummies.

Stupid refers to a low IQ.

Being almost 40, I have come across quite a few of each.
Dumb is someone who doesn't know better, stupid does.

Dumb means not having the ability to speak with clarity while stupid means not admitting your mistake and think it is correct all the time.

Dumb means you just don't know the answers in life or you ar dumb to the fact. Only means you don't know.

Stupid means you are not able to learn. No matter how hard you try to learn to do math you can't do it. In this case it is not that you don't know it in which case you could be called dumb but you are too stupid to learn it.
