Sure it can. I would think it would be even easier to pierce an outty than an inny....and it will really enhance it, too. It should look really cute....go for it!
I'll bet belly button piercing is the main reason God gave some people outties....we just haven't caught on yet! : )

I don't think outies look very good pierced. All you notice is the bellybutton sticking out, not the ring.

Are you planning on having the navel itself pierced or the navel rim? True navel piercings are fairly uncommon. You could also get a horizontal navel piercing.

yes. they actually pierce the skin just above your belly button, so it can be done

u could get it peirced but it would look disgusting. outies are gross.... u should get it surgecly removed and then get it peirced!
