If you really want to erase your entire hard disk, format the hard drive. Don't do this if you don't have a CD to reinstall the OS.
But if you just forgot the administrator password, you can reinstall the OS, like XP, from a CD without formatting first.
There is a password recovery article that explains how to do this here:
http://pubs.logicalexpressions.com/pub0009/LPMArticle.asp?ID=305
You could also try a password recovery disk if you can burn a CD on another computer. Here is the source:
http://www.petri.co.il/forgot_administrator_password.htm
Good luck!

Assuming you have Windows XP: BEFORE erasing it all (if you haven't already) - try booting to safe mode (tap F8 while starting the computer up, select either Safe Mode option). Once you get to the Safe Mode screen, you will see the secret Administrator account. This account typically does not have a password (or if it does, hopefully it's something easy to guess) and can be used to reset the password of any account on the computer. You can also create new accounts with it as well.

Put in your Original Operating system disk. Change the BIOUS to boot from your CD or DVD drive first. When your installation disk starts up, select New Installation, delete all partitions,
use the default size of the whole drive for a partition, format is the next step. The whole drive will be reformatted.
If you have a DOS BOOT Disk, then boot up from the floppy and format C:\

I keep a knoppix STD cd around and run chntpw to blank the user password. There is no need to reinstall or format the drive!
google knoppix chntpw and find out more info
I am not sure if knoppix has chntpw but for sure knoppix STD does.

Just download this boot disk and follow the instructions...
http://home.eunet.no/~pnordahl/ntpasswd/
Takes about 15 minutes to burn the CD or make the boot floopy, then about another 15 minutes to boot the machine and change the password.
Good luck,
