Victoria secret is the top of my list for bra, they are a little pricey but you get top quality bras if you get them on sale. There are associate hired full time to help you on measurements in determining the the size and cup size.
Also try places like Mervins, JCPenny, Macy's. Once you determine your size and your cup size you can go to outlet stores such as Ross, Marshall's, etc to get good prices on quality brands. Most bra fits the same if your size is 34A or 34B etc, other brands have basically the same sizing but you have to try just in case. It is like buying shoes if you are size 7 you normally look for size 7 but different maker sometimes are either a little small or a little too big. Some fits well, some are comfortable some are not, some look good on the shelf but doesnt look good on you, bra is the same.

How far are you going to be a girl? If you are getting implants, I would wait until after your surgery to buy your regular bras. If you are not getting implants and are wearing "falsies", then I suggest calling around to your local post-mastectomy shops. If they are open minded and willing to work with you, they will be able to fit you with both a good bra and what you need to fill it to look like a girl. If you know any crossdressers/post-ops that you admire (or just think they dress really well), then I would ask where they get theirs.

Are you serious? Ok, w/e. Girl, boy whatever, there are bras everywhere! Try considering a place where women shop. If you need to find a type of bra size, ask a saleswoman. I'm sure she can help you out...

If you need a special size, go to your phone book and look up nightgarments. There are special stores that measure and custom make them - otherwise -
Go to Target, Kohls. It would be easier to just guess after a self measure and take it back if it did not fit, saying it was for your sick mother.
