Mine are almost 3 and 6. I have a couple things that I do:
I put lavendar essential oil on their feet, chest and foreheads. That sooths the body and mind and gets them ready for bed.
My 3 year old like a bottle in bed. She hands it to me when she is finished and then goes right to sleep usually.
We have a bed time song that i usually sing at lights out time. I also use a sound machine in their room since they were born.
Sometimes they want to watch tv before bed and I will let them watch if they stay in bed, but I put the volume down low enough that if they move around too much or talk they won't hear their program. That seems to be key - pooh is better than elmo too.

Put them to sleep with a calming cartoon video like The Magic Trainride. There is a video designed by a child psychologist that is supposed to help kids go to sleep. Its called help me sleep or something like that. It shows animals playing and then as the sun goes down they all slowly go to sleep. I'm sure you could find it if you searched for it on the net.
On nights when you're desperate, try benadryl. Get the syrup and mix a little into some juice or drink they like. It works and it can't hurt them. If possible put them each in a seperate rooms. Its extra hard to get 2 little girls to go to sleep in the same room.

Bad idea on giving them booze - illegal and how terrible if anyone says that.
Routine with children is essential. It can be hard, but is crucial. Children need routine to feel secure. The best routine a parent can provide is a routine for bedtime and mealtimes.
Try bath, followed by a short story (while they are in bed), and then tuck them in. They may not fall asleep right away, but "patience" is the key and "consistency" is a MUST.
I did this with my children and 12 years later they are like clockwork when their body registers its time for bed. Good Luck to you.

Give them chamomile tea, with some warm milk and honey mixed in. Also, get them to do some kind of exercise, or rigorous dance before bed.

A nice warm bath before bed. I wouldn't suggest sleeping with them because then they expect it every night.

Dont let them sleep during the day, its gonna be harder for them to dall asleep. Just get them really woked up, so they will want to go to sleep.
