A sheet of paper's purpose, for the most part, is to have images recorded on it. If you are finished using a piece of paper, whether it's filled or half filled, it has served it's purpose and it's not a waste. If you use an eraser to erase and not to make a bunch of little rubber balls that you can throw in somebodies hair then that is not a waste. If you throw away a blank piece of paper or an unused eraser then that is a waste.

I have learnt that the environmental effect is quite related to the weight. As a complete eraser (well those used by me) does not weigh more than two sheets of paper (a quarter of an ounce), the answer is quite clear.
For purely economical reasons, considering a paid job, it's better to throw away the paper - it's less valuable than your time spent erasing.

Throw the paper out, your time is more valuable than the irritating job of erasing, probably accidentally crumpling the paper or making a hole through it, in which case you will be upset and ruin your day and probably start arguing with others around you because you are cranky for erasing all day. Plus then you will have to get out the vaccum to clean up all the rubber shavings and if you do it outside it will probably blow your paper away.
What you should probably 'do' is make paper airplanes.

It really depends on how much your time is worth. If taking the time to carefully erase a sheet of paper is worth less than one sheet of paper then by all means, take the time to reuse your paper.
However, if you value your time, take the paper you haven't used, cut it out and save it for doodles or making notes. The used paper can be recycled.

That's a funny question! I can't believe I'm actually sitting here trying to think of a logical answer. (Gee my life must be lacking something somewhere!)
For real though, I think that if you've gotta use one or the other, throw out the paper. At least it's biodegradable!
(But when you do, make sure it lands in the recycle bin if that's an option for you to do.)

throwing out the paper is more wasteful because the paper can be recycled. Tossing it in the garbage doesn't give it a chance to be recycled and re-used later.
