Well I do it to strangers sometimes when i feel shy or uncomfortable when they ask me. I can't help it. but if someone did that to me, i'd feel pretty sucky, like "what's YOUR problem? Having a bad day or what?"

I'd say their interpersonal skills are limited. Most people realize that the "how are you?" is not the whole conversation, but merely the opening to a chat.
The other possibility is the person wishes to avoid you for some reason and so keeps conversation to a minimum.
