It really depends on the age of the boys but you usually can not go wrong with video games, going to blockbuster and letting them pick out a movie, or man hunt if you have a large enough backyard. Older boys might also enjoy prank phone calls and ice/water fights.

It really depends on the age of the guys. If they are old enough to go around your neighborhood a scavenger hunt is always fun. Now, with digital cameras you can even make it a photo hunt. You just need to make a list of really obscure items. Divide into two teams and send them out to go door to door and ask for the items on the list The first team to get all their items wins a prize. You can go along to chaperone if needed. Items might be a one hole button, a roll of pink toilet paper, a dog bone, a yellow rubber band, etc.
If you can't let them loose, take them bowling.

That starterupsteve thing isnt quite appropriate for kids.
Video game wise get street fighter or super smash bros. Or Mario Party.
Other game wise have a scavenger hunt or Uno.

(Thinks who would have 2-3 game systems and TVs to hook them up to) The best way would probly to go and get some big name board games. There are a lot of remakes with todays cartoon =s (sponge Bob, simpons, so forth) and kids don't seem to mind them.
