China and Russia don't want U.N. intervention in the region and will veto any resolution calling for such a measure. Don't blame it on the whole U.N. Kofi Annan has been talking about the region for a long time, but as the U.N. is a democratic institution, progress takes time.
Besides, if they did intervene, how would it be any different than Iraq? Saddam did the same thing to the Kurds. Its certainly not an act of self defense for any nations involved. The U.N. would be the aggressor out for Sudanese oil!

For your information, the UN has been trying to get troops into Darfur, but the president of the Sudan won't let them.
