Firebrick is inspected to ensure there are no cracks in either the brick or mortar.
Damper operation is inspected to make sure it works and closes properly.
Draft strength is not inspected per se, but items pertaining to it (chimney/height) are.
Hearths are inspected to ensure proper materials and distance from combustibles.

We have never had any part of our fireplace inspected. Never heard of anyone having theirs inspected. If it burns wood and sucks the smoke out I figure we're batting 1000. Had it for 35 years. It's all brick. m

I'd guess draft strength. I mean, how do you measure the amount of draft in a chimney? It changes based on wind speed. Or so I thought.

in 28 yrs. i have never seen an inspector look at a fireplace. i'm sure he glances to see that there is fire brick install in the fire box.... but never ask me any questions

the important part is the damper. the hearth doesn't need to be inspected very often.
