I hope that one was a joke... Chain restaurants are NOT inspiring.
Slocum House in Fair Oaks is really my favorite. Nice atmosphere without the snootiness, and fantastic, inspiring food. Also find the Village Bistro (also in Fair Oaks) more inspiring than most places in town.
In Sac, Sandra Dees at F and 15 is more interesting than most. That Greek place (Crest Cafe) is quite good also. Mikuni best sushi (the one in Fair Oaks beats the rest, hands down), Don Pancho in Rocklin has the best chicken mole', Kings (west sac) best dim sum, Wonderful (Citrus Heights) best Chinese, Andy Nguyens (Rancho) best Vietnamese... Afghani restaurant in CH also great. Gaisorn was the best Thai but I don't know if they reopened (used to be at 12th and J), Biba's for upscale italian (28th and Capital) and Pasquale(Carmichael) for best lasagne. could go on and on because I have a favorite in every genre.

I have lived in Sacramento for 13 years now, I came from Brisbane Australia. There are many great dining experience here despite of the bad publicity that Sacramento has no fine dining to offer, It is totally wrong! First let me start with Fanny Ann, they offer the best Buffallo chicken wings. It is located in Old Sac, we buy our Buffalo wings "to go" we carry our food and drinks by the river facing Delta King, there are benches there where you can enjoy these treats and watch the activities in the water. We do this when the weather is not too cold, right now actually.
For birthdays, our family and circle of friends meet at Leatherby's Ice Cream located in Arden Way, it is very casual, happy, cheap, delicous treat for everybody. The last time we were there was on my son's graduation party last month.
For a more special occassion such anniversaries, over-the -hill birthdays etc. we like Buca de Beppo located in Arden also, the food is excellent. If you have not been in this restaurant, the hostess will tour you in the kitchen where food is being made, it is such a treat.
For a more romantic dining, my husband and I like the Delta King, they have a nice dinner and also a play.
If you feel like Chinese food, Jumbo Seafood REstaurant at Freport Blvd has the nicest Chinese dish for a reasonable price.
If you like Barbeque ribs, Jr Barbeque at Otto Circle by MLK Rd offers excellent barbeque.
If you are from LA and familiar with Tommy's Burger, we have something similar here it is called Willie's Burger located on Broadway.

Rio City Cafe in Old Town Sacramento... food is always great and the staff there is fantastic!

There's a great little Greek restaurant downtown by the Crest Theatre. I'm afraid I don't remember the name. In Roseville Daphne's is good. For Mexican we enjoy Garcia's.
