Tell her about the Nokia Tracphones. You only pay for so many minutes and if you want more you have to buy more. The one I bought was only $19.99.
Explain to her that payphones don't always work, aren't always safe and aren't always around. Cell phones are good for emergencies and for when you need to get a hold of someone fast. My cell phone doesn't have any texting things or anything like that - it's just a plain phone but I love having it and it's come in handy a lot.

Do lots of extracurricular activities such as playing soccer or learning banjo in such a busy way that a cellphone is a great convenience to tell your mom when to pick you up, etc. It's ultimately enriching anyway, so you don't get a cellphone just for the sake of getting a cellphone. there is no way to convince her. it costs money, that she will have to pay. also, phones are a distraction for young children, you need to worry about playing outside and running, not sitting with a phone to your ear.
