Competition for food,water,shelter,companionship is an innate characteristic of man. Measuring the amount of anything has ALWAYS been a function of life. The amount of measurement and it's importance is variable to each person..but it's still there...

That's when they decided that more than a handful is wasted.
Measuring things came natural to man. There was no reaction. It's not like someone discovered it and spread the word.
