Depends on where. Some cities allow pigs as pets, others will require you own agricultural land to have a pig as a pet. It is simple to find out, just call a vet in the area and ask them. they are up to date on that stuff.
My mom has goats and loves 4-h stuff. I know for goats you must have agricultural land for the LA county area.
