(Assuming that you're referring to a miniature type like the potbellied pig.) You'd need to check with the county that you live in. Give your local government office a call. I remember it being a pretty straightforward process for us when we first bought our potbellied pig about 12 years back.

Depends on where. Some cities allow pigs as pets, others will require you own agricultural land to have a pig as a pet. It is simple to find out, just call a vet in the area and ask them. they are up to date on that stuff.
My mom has goats and loves 4-h stuff. I know for goats you must have agricultural land for the LA county area.
