It is really hard to say which one was the "worst". Each victim's family would each name the person that destroyed their lives. If I had to pick one it would be Dahmer - the fact that he assaulted, killed and ate victims.
Here is a list of the people whose lives were cruelly taken.
Steven Hicks
Steven Tuomi
Jamie Doxtator
Richard Guerrero
Anthony Sears
Raymond Smith
Eddie Smith
Ernest Miller
David Thomas
Curtis Straughter
Errol Lindsey
Tony Hughes
Konerak Sinthasomphone
Matt Turner
Jeremiah Weinberger

Since Jack The Ripper, criminologists say there have been about 100 known cases of serial killers around the world, including one of modern history's worst murderers - Pedro Alonso Lopez, known as Monster of the Andes.
'Terminator' Onoprienko wanted to be the most notorious killer
Lopez is thought to have butchered more than 300 young girls in Colombia, Peru and Ecuador throughout the late 1970s and early 80s.
He was arrested in 1980 but was freed by the government in Ecuador at the end of last year and deported to Colombia. In an interview from his prison cell, he described himself as "the man of the century" and said he was being released for "good behaviour".
Other serial killers to get close to Lopez's horrific tally of victims were the Americans Henry Lee Lucas and Ottis Toole, and HH Holmes, who killed more than 200.

Jeffrey Dahmer was the most grotesque...torture,necrophilia, cannibalism, keeping edible body parts in refrigerator, storing bodies he wasn't finished with in 55 gallon drums in his bedroom, using a handdrill and hammer to perform cranial surgeries like lobotomies without anesthetic to try to make zombie love slaves, and the extended imprisonment and torture of his victims ... all young males ... were highlights of his killing career.
The Iceman, a Mafia hitman, used all kinds of methods and constantly tried new weird ways to kill, including letting rats eat a guy; a total psychopath without an iota of compassion for his victims, he enjoyed killing and he enjoyed psychologically torturing his victims...he killed hundreds of people.

Hitler. I met a man when I was a little kid, and I noticed he had a tattoo of numbers on his arm... I asked him why he had those there, and he just looked at me and said "something horrible and I don't like to talk about it". He was nice about it, and I just went on my way.. clueless. When I first learned about Hitler, my very first thought was of that man... and how horrible I felt for him and what he went through.
