I'm british but I liked Clinton, I had alot more respect for the American government when he was in office, now with Bush I have none whatsoever. I can't really comment on Schwarzenegger as I havent got a clue as to what he's done!

First you must discount Schwarzenegger as being mearly one big publicity stunt. However Bush or Clinton? Neither is particually better than the other, only Clinton went about things with much more charm and grace than Bush does.

Clinton, hands down.
For those of you ranting that Bush never lied, then you are in denial. At very least he bent the truth 180 degrees and then exaggerated a few inconsistent facts to take us to war. That is what I call a 300 TRILLION DOLLAR LIE! Remember Clinton tried to kill Bin Laden before 9-11. What is Bush doing? He is making us fight a war in Iraq that we never should have started. Remember that it was a preemptive attack on Iraq. Iraq hated us but they did not fly the planes on 9-11. Bin Laden and his gang did.

This is about as easy as "what came first the chicken or the egg"
All three are so different..
Clinton was able to charm his way around any situation, but his back door dealings cost us dearly. Clinton was a whore to the lobbyist, backing any bill that lined his pocket book.
Bush is blindly leading us down a path that would bring back the Spanish Inquisitions. Faith ,regardless of beliefs, is to be used as a guide to keep you morally and spiritually grounded. When it is followed blindly humanity suffers.
Arnold shares the same views as a majority of the people. His refusal to pander to the lobbyist puts him slightly ahead of the rest.
We Americans are longing for a champion of the people, some one who will lead us to the "holly land" of economic growth and freedom from middle east oil. Right now he or she is out there we must find them.

Clinton, by a country mile, most people know Bush, so I'll refrain from bashing that trained chimp.
As for Schwarzennegger. My God, if conceit was halitosis, no one could get within 20 feet of him! He's done absolutely nothing for the State of California. He makes more photo ops than Bush and does a lot of PR for himself. At one time, a few people who backed him were bringing up the idea of a referendum to allow a foreign-born to be President of the U.S.
Can't you just hear him. I'LLLL be back. Can't stand him as Gov.

clinton was a liar, no one REALLY cared that he smoked pot in college or screwed those ugly women (not that hillary would win any beauty contests). bush at least is honest, he admited to having used cocaine in the past, we all make mistakes a REAL MAN owns up to them. arnold well, he's doing what he thinks is best for california and doing a pretty good job. unfortunately he'll never get to run for president so really we can't compare him to the other two.
