I stated that I believed that the current and former mayor's and a couple of alderman were possibly taking brides, would that be slander?

A " possible belief " cannot be taken out of context. Therefore you have offered a 'personal opinion' that was speculated on and not given as an assertion of fact. To assert something as fact that is likely to have an adverse effect on the status or credit of another is a statement that crosses the legal dividing line!
