What make a difference to drink alcohol on sand and bars by but not on grass and boardwalks?
PB and MB oceanfront is only a few miles long and are visited by million of tourists every year.
South California has as big economy, as many individual countries.
SO, WHY SIMPLE THINGS CAN'T BE DONE?

Most of it has to do with where the funding comes from. Much of the highway funding is money allotted by the federal government. If they don't spend all the funds received for that purpose, they may be allotted less next time. There's no incentive to actually save tax payers money and reward them for not using all the funds.

Beaches are usually state and county funded and don't have that pool of federal money from which to draw.

It is easier to concentrate services if you only have to do it for 2 miles. There are more showers and bathrooms on the beach in CA than in MB and PB put together, I'm fairly sure.
