well most boys have bumps on scrotum, large numbers of them, and are small, perfectly normal, however if what you describe are large and small numbers possibly genital warts, HOWEVER can only get warts from sex, so c a urologist

I believe it is a symptom of genital warts and /or herpes. You should see a doctor right away!!!
