It depends.
I have done it recently. The question in point had about 5 parts and was in reference to genetic screening. I had a detailed discussion on the parts that I felt qualified to answer, and stated that I had not the education to discuss one point.
I would hope that the readers of my response were not offended by answering 4 of 5 points, especially as I acknowledged the reason for abstaining from answering the 5th part.
What is wrong is to rant and rave in an abnoxious manner at the author of a question for purposes other than useful discussion.

Everybody voices their opinions about stuff they really don't know anything about. For example, how fit is George W. Bush as a president...how many of us have ever experienced the all consuming work of presidency? How about everyone that has an opinion about the war in Iraq? Most of the people speaking have never served in the military & have no clue what actual soldiers think and feel...they sure have no clue about what is going on in Iraq. Personally, I think most people don't have the knowledge to make an educated vote at the polls, but our country is based on the right to vote no matter how ignorant your decision is!
When I give an opinion on something I have no background knowledge of, I preface it with, "Hey, I am the least qualified to comment, but..." I would hate for someone to make a decision based on my uneducated opinion. At the same time, sometimes those uneducated opinions are the most cathartic. People should just be careful offering opinions to others in general.
Besides, opinions are like....

If you are talking about Jonathan Larson, the playwrite of RENT the musical, than it is hard to say that he does not know much about AIDS because he never had it unless you know more about his life and his friends.
Maybe you should not have an opinion on something you "reaally" don't know that much about.

No, I don't. Not online or in movies, anway. But almost everyone does it, so why not? Something I've heard in the past, and will repeat when necessary, (actually I have repeated it in the past) is
dont' argue, if you don't know differently. Also Never argue with an expert, of any kind.

Opinions are just that..if you have interest in something and want to voice it then go for it!Opinions arent based on how much ya know as much as what ya feel about something..Personal experiences as well as research on a subject matters when it comes to opinions..as well as knowledge..
