You might want to boil it first to kill any germs. Sounds like a great idea. The pet store charges way too much for stuff to put in the tanks like that.
Your GI Joe will probably get damaged over time though so you might want to think about that. I had a plastic frog in an aquarium and it started to fade and flake.

like the person before said, it will lose color, but it's totally safe! Just when it does start to lose color u'll have to take it out and put something else in

just make sure you sterilize it first, it shouldn't hurt anything, it might be a good algae supplier eventually
