Each prisoner are house in big 10x20 chainlink cell out in dirt cheap desert. 5 level off barbwire fence with infrared monitor. I like big spaces

Find an island out in the Pacific Ocean and drop off all the hard core prisoners. Let them develop their own society but make it so they can never come to the mainland ever again.

Find a middle of nowhere area even a desert where if they try to escape the nearest life is over 200-400 mile away.Plus a work for your way (rent) ,do thing that would relieve the load on the state budget. If the majority of the crime was done from their home state or another state send them back .

By legalizing drugs, and releasing all the people who are in jail solely for possession or traffic/dealing charges.
That would get rid of about 60% of the inmates.
