Know very well: 1% means 1/100
5% of 40 means 5/100 x 40. The value is 2.

An example with a map.
The scale is 1 : 10000
It means: every inch on the map is 10000 inch in the landscape.
So 5 inch on the map equals a distance of 5 x 10000 inches.
You can say:
1 : 10000 = 5 : 50000. Two equal ratio's make a proportion
