It could be wooly aphid or a fungus, the problem is you really need to know what it is to treat it.
If its fungus, try spraying with 1 level teaspoon bicarbonate of soda dissovled in 1/4 pint hot water made up to 1 pint with cold water.
Apply once a day until clear.
If its woolly aphids you can paint them with meths, or try a steam cleaner.

I'm not an expert on this, but the apples on my tree used to get blighted from something caused by insects. So what I did on advice was to paint bitumen (tar will do) around the base of the tree. This stops most nasty insects from climbing the tree, and only needs to be re-done about once a year. It's worked so far for me.

Sounds like wooley Aphid!
Keep a bucket a and fill it with cigarette ends and then dilute and spray on trees....it kills all aphid attacks.Don't do this at harvest time though!
If you don't smoke...go to your local bar and raid the ashtrays.

If you don't fancy this cut up rhubarb leaves leaves and use in the same way.

This will work on roses as well

Concerned,
It sounds very much like a fungi which can attack older trees. It may be necessary to spray them to eradicate it. Without seeing exactly what it is, it is hard to advise but if you drop me a line we can organise a photograph and i will identify it for you properly.

I used to have apple trees that would get a big nest of caterpillars in them. Hose it off and talk to a nursery center.

They might be garden fleas... if that's the case, then mix some liquid soap with water, spray them with that and they'll be fine!

it seems like you have been visited by the cotton bug, spray with a mix of 2 tspoons of liversalts to 5 litres of cold tap water.
that'll shift them. (sorry for pun)
