I've had that happen with an energy-saving bulb, it was a really high pitch squeel so I had to throw it away.
It's the components inside which are required to generate a high voltage.. sometimes they start resonating at the line frequency.
As far as I know, ordinary incandecent light bulbs only make a popping noise, and that's just as they blow.
Maybe the secret service has put a surveilance bug inside it and it's malfunctioning.

What does it sing? I think it may need to see a doctor. Light bulbs should not sing!
