Government treasury are been looted in some countries in africa and diverted abroad while citizens i mean masses are suffering from poverty,different kinds of diseases causing untimely death of so many people.yet they (THE GOVERNMENT)were all less concern.

Because most sub Saharan countries are run by dictators whose only interests are themselves and their families.
Then they are loyal to their clan and tribal group.
Most of the oppressed in these countries do not belong to the "races" or ethnic groups that the ruling classes do.
Something else to ponder. Most of these ruling classes and their children are educated in the finest schools in the USA, England and Europe...
