I have to say a cruise - we have one booked right now for November. You do need a passport now which if you don't have one will had an expense to the trip but it is good for 10 years. Cruises are for the most part all inclusive - we have been researching as we don't want any hidden oops you have to pay extra for that charges. All inclusives are about the only thing literally more all inclusive as cruises charge extra for alcohol, soda, and things like offshore excursions or spa treatments. All inclusive resorts tend to include alcohol and non motorized water sports in to their packages. Cruise lines like Carnival tend to offer air and cruise packages which make for a better savings. If you are close enough to places like New Orleans or Galveston you can actually drive to a port - cruises don't all depart from just Florida. There are actually cruises that depart from San Diego and the East Coast. We are cruising for less than 100 dollars a day - can't beat that. The best way to start is hit a site like Carnival.com or Expedia and plug in cruise packages or even travel packages where you might be able to find air, hotel, and car for a very reasonable rate. Carnival asks for a deposit and the rest within 45 days of sailing - makes it even easier to pay for as it it can be broken up in to pieces. I will have our entire vacation paid for before we even step on the ship.
The other thing you might want to do if money is really tight is look local - bed and breakfasts and area attractions that will make it seem like you were able to get away from home. We also look for offseason locales. We paid a fraction for a hotel a block from Niagra Falls as we went offseason compared to the high season rate which was over twice what we paid. The great thing about offseason is not near as many people around, which is a nice bonus. Flipside is some attractions may not be open but we don't let that stop us from keeping busy.
Hit the internet and plan away - you will find something in your budget.

A cruise is a good idea because you know in advance how much you will spend and it is cheaper than going to a resort and paying for all the meals. Carnival has a lot of cheap cruises out of Florida. Holland American has some nice ones out of the NYC area

Try Mexico. Places like Aculpulco, Puerto Vallarta, Ixtapa and Cabo are all relatively inexpensive compared to the Bahamas or Caribbean. The beaches are nice, and you don't need to know Spanish.

Go to Virginia, it has nice beaches, nice but kinda cheap hotels, and the food is great and some amount matter's where you stay because there are some dinner's/restaurant's in the hotels and some like across the street, but the best part is it's really fun and sunny, so you can work on your tan.

Try Puerta Vallarta in Mexico...it is awesome...very romantic and the beaches are nice....not very expensive. You can stay in an all-inclusive and all your meals and drinks (alcoholic)are included.
