Teach Spanish for foreigners at the school as well. They'll pay a lot more than the locals will to learn English, and you can advertise on the internet, as very few Spanish courses do that (at least here in Argentina). That should help with the money problems.
As for your English classes, if Mexico's anything like Argentina the people who study English probably have a bit more money than those who don't, so put up adverts in places like theatres and up-market bars where your potential students are likely to hang out.
Or you could just phone all the businesses you can think of who might want English classes for their employees (such as hotels or tour agencies).

You don't say how large your town is - I suspect doing this in Mexico City is different than back in the hills somewhere.
If it's a smaller market, visit and introduce yourself to the local power players - the mayor, the priest, the big employers, the merchants, the newspaper editor/publisher. Get the word out, get their feedback.
I wonder - are you a gringa? Careful about coming across as "Hi I'm the white girl, here to tell you poor ignorant savages how to live"
Along those lines... what research have you done about other schools of this type? Who has done it? Have you called them or visited? Any non-profit agencies or UN-type programs for this?

You can print fliers and post them in the neighborhood at stores and bulletin boards for next to nothing, an ad in the newspaper is cheap, a radio station may be willing to help you because it is a school it certainly doesn't hurt to ask, you may even be invited as a guest on a talk show or something. word of mouth will be your greatest form of advertising though.
