If the cooler is under $20.00, throw it away and get a new one. If you had fish rot in a cooler, it is all but impossible to completely eliminate the odor. I know this from experience.

Vinigar for an hour then dump it out and leave the vinigar damp on the walls of the cooler, then dust it with baking soda it will fizz a little but let it set for about another hour and rinse well with clear water. Should be good to go!

Make a paste out of baking soda and water and scrub the interior. Rinse and repeat until smell is removed. On second application let it set a while. Dont forget the lid.

Clean it with a mild acid, such as vinegar or lemon juice. Don't dilute it with water. After the fish smell is gone, wash it out as you normally would.

After it is thoroughly cleaned (bleach mix is good), vinegar will kill the smell.
Now, how you get rid of the vinegar smell..
nah, it will fade but does a great job of getting rid of odors

Try putting vinegar in it and letting it sit. Setting baking soda in there should absorb and eliminate the odors as well.

Put newspaper in it and close it. Leave it like this over night. The newspaper will absorb the odor.
