My suggestions:
1) A video ref who communicates with the ref and ONLY when a gamechanging event occurs (yellow card, penalty,...) and the pitch ref has it wrong.
2) NOBODY except the captain of the team is allowed to talk to the ref or make signals towards the ref.
3) Except for goalies, no on-field treatment. If you need treatment, you're carried off (or hobble off) and you stay off for 5 minutes.
4) From the Quarterfinals on, no more penalty kicks. After 90 minutes, you play another 30 minutes (like now). Afterwards, golden goal and offside is gone.
5) Proven diving (after the game) in a major situation will lead to a 1-game suspension.
