There are awesome walkable neighborhoods in Cleveland, and I think $75K would be doable. The premier urban neighborhoods with eclectic architecture, cafes, bars, and art galleries in Cleveland are Ohio City and Tremont just west of downtown. Property values are going way up in these places. If you can find a house for $75K - jump on it right away but it might be a little difficult. The Edgewater-Clifton neighborhood and Westpark are also nice areas with affordable housing. Edgewater-Clifton is just west of downtown within walking distance of Edgewater State Park and has a great commercial strip on Clifton Boulevard. Westpark (Kamm's Corners) is a little suburban like - but still in the city, walkable, a lot of character - and excellent acces to Rapid Transit stations and the Cleveland Metroparks. The area that is really up-and-coming and in transition in the Detroit-Shoreway neighborhood between Ohio City and Edgewater-Clifton.

The cities of Cleveland Heights, Lakewood, and Shaker Heights - (especially around the Shaker Square and Larchmere neighborhoods) are inner-ring suburbs with a lot of character and unique commercial districts. They are served very well by public transit, and probably every residence is within walking distance of neighborhood amenities. You might be stretched to find a house in that range - but condos would be no problem I think.

A lot of the neighborhoods I mentioned have neighborhood websites that come up on search engines - so check that out. I also checked the listings of Progressive Urban Real Estate for homes in that range located in Shaker Heights, Westpark, and Detroit-Shoreway I noticed.
