Free mail uers r not authorised for POP3 access. Must Register with Yahoo, Rediff, Gmail or any email provider for POP3 Access.

I don't understand the question. POP3 is a retrieval protocol. If you have an email account on a server that supports POP3, you can use it to retrieve your emails. Outbound email uses SMTP.
