Well..think about it. Would you like to stand in the pooring rain for hours on end?? No.. you would go inside..so inside for fish is under bridges, etc.

Because Mummy fish told them that salmon chanted evening when they were out with their loved ones, and it rained cats and dogs they must hide. The sound of the rain would affect their herring and they would they would lose their loved ones if they didn't . Silly old trout. Everyone knows that they would be safe. Because they would look out for each other. Cods that's what fins are for.

They also hide inside of old spunky condoms and under sanitary towels too when there's no bridges to hide under.
They also use cocktail umbrellas in the wet season.

They do it to see better. The agitation of the rain on the water surface affects their ability to see the surface and distorts a little below the water, so they cannot be as vigilant to enemies or food.

Raindrops hitting the water causes turbulance beneath the surface. Fish don't like this so they go where there's less of it.
