Sounds like aphids, but a different breed. They could also be ladybugs. Consult an online bug dictionary like the website I posted below. They should be able to help you!!

If they are kind of wormy looking bugs get them off or your dad will not have any tomatos. Darn bugs!

they are a beetle that probably thinks the tomatoe would be a good place to have dinner. you should gently shake them off the plant and sqaush them....don't use pesticide as you will end up eating that as a tomatoe icing....yuck!
