This is an ongoing question. In my opinion, Frostwire and programs like it can't possibly be illegal, any more than a telephone is illegal, so long as they have a legitimate use.

Any peer to peer file transfer program can be used legally and legitimately. However, when you trade copyrighted material with strangers, that is not legal use.

So the program is legal, but it can be used illegally. The RIAA does not agree, as it has sued several peer to peer networks out of existence.

It depends on the country you live in but chances are that the software itself is not (yet) illegal.
On the other hand, downloading copyrighted materials is illegal in most countries, whatever the software used to do so. If that's your intended use of Frostwire, then the answer is yes, it is illegal.
