The best freeware I have found for this is a program called Irfanview. You have to reduce the picture quality to reduce the file size, if you only resize the picture the file stays the same.

Use Paint Shop Pro by Corel. Less money and all the features of photoshop. If the image is a bmp file you could reduce file size by opening it and saving it as a .jpg file, or you can resize it.

It is easy to do in The GIMP. And GIMP is free, and can do a whole lot mor for you tan a dedicated image reduction program.

http://www.gimp.org/

1. Load image
2. File-->Save as (make it a jpg)
After you give it a new name and hit SAVE, a new menu appears
3. On 'Save as JPEG', click "show preview.." so yuo can see results immediately.
4. use the slider to reduce image quality.
5. Hit OK

Alternately, if you just want a smaller image..
2. Menu: Image-->Scale image
3. Change the size to something smaller
4. Click [Scale] button
5. Save it (probably under a new name to protect your original).

BTW, you can shrink the image and save it with less resolution too. In step 5 of the 'shrink', save as .. jpg .. and do the preview/quality thing.
