According to the US Constitution (Article I Section 8), only Congress may declare war.

Of course, anyone in power can do something that provokes a war.

Anyone can start a war. Personally this summer I've waged 2 wars. 1 against spiders, the other against ants. (you didn't say how big the war had to be!)
All you need is an Alliance of the Willing (shoe, boiling water, pesticide) support of congress( me, the guy from the hardware store) and plenty of taxpayers money.
I don't think you need to be a politician, just have an army big enough to support you and the funds to keep pushing your point across to your 'enemies'. Find something to argue about and away you go!

In some cases it's the politicians who decide to go to war over what ever reason..usually monetary. In some countries you have civil wars which can be outside of the scope of politicians. people tend to fight over something of value be it oil or some other resource, and if the other party is also convinced it's theirs, then you get a fight going on ..when countries do it they call it war and try to justify it with some fancy wrapping and a bow on top to make it more pallitable to the those who will be the canon fodder. Don't get me wrong I think you have to stand up to injustice if all else fails. Why not try diplomacy and some fair shares?

10 easy steps to create an enemy and start a war:
Listen closely because we will all see this weapon used in our lives.
It can be used on a society of the most ignorant to the most highly educated.
We need to see their tactics as a weapon against humanity and not as truth.

First step: create the enemy. Sometimes this will be done for you.

Second step: be sure the enemy you have chosen is nothing like you.
Find obvious differences like race, language, religion, dietary habits
fashion. Emphasize that their soldiers are not doing a job,
they are heartless murderers who enjoy killing!

Third step: Once these differences are established continue to reinforce them
with all disseminated information.

Fourth step: Have the media broadcast only the ruling party's information
this can be done through state run media.
Remember, in times of conflict all for-profit media repeats the ruling party's information.
Therefore all for-profit media becomes state-run.

Fifth step: show this enemy in actions that seem strange, militant, or different.
Always portray the enemy as non-human, evil, a killing machine.

Sixth step: Eliminate opposition to the ruling party.
Create an "Us versus Them" mentality. Leave no room for opinions in between.
One that does not support all actions of the ruling party should be considered a traitor.

Seventh step: Use nationalistic and/or religious symbols and rhetoric to define all actions.
This can be achieved by slogans such as "freedom loving people versus those who hate freedom."
This can also be achieved by the use of flags.

Eighth step: Align all actions with the dominant deity.
It is very effective to use terms like, "It is god's will" or "god bless our nation."

Ninth step: Design propaganda to show that your soldiers
have feelings, hopes, families, and loved ones.
Make it clear that your soldiers are doing a duty; they do not want or like to kill.

Tenth step: Create and atmosphere of fear, and instability
and then offer the ruling party as the only solutions to comfort the public's fears.
Remembering the fear of the unknown is always the strongest fear.

We are not countries. We are not nations. We are not religions.
We are not gods. We are not weapons. We are not ammunition. We are not killers.
We will NOT be tools.

In relation to the U.S, after Vietnam the President can only send troops into a country for 90 days without declaring a war, then Congress must vote to declare war or remove the troops. Before Vietnam, the President could send troops in for as long as he wanted...but we all know how Vietnam turned out.

War is generally started as a conflict of interests, where one group either dosent agree with someone else's lifestyle or want something that they have, politicians are just the personification of this conflict.

Money.

Someone has it someone else wants it.

Some will try to tell you war is about race or religion. It never is, never was.

Whether you call it money, land, assets, oil, it does not matter.

The rich guys can always find some one else's son to kill for them and someone else's son to die for them.

Terrorist leaders don't fight, they find others to do it for them.
Bush doesn't fight, he gets others to.
Kings, Presidents, Popes say war is about noble causes, but really it is about getting riches for the men who keep them in power.

Unfortunately, the system is ugly, but it does kind of work.

Or at least is has for thousands of years.

So yes, politicians, who represent the interests of you and those of billionaire industrialists, can declare formal war. But don't forget where they get their inspiration.
