i think electronic dictionary is necessary everywhere not just in USA. technology has made this world very small.

I don't think that an electronic dictionary is necessary. I prefer the old-fashioned book type. Many electronic dictionaries that I have worked with do not give many different grammatical uses of words. For example, saying can (of soda) or can (to be able to). To me, it is easier to use a regular dictionary thanks to it's specific usages and meanings. It doesn't have to be large, necessarily, to have a lot of good info. On the other hand, you can look things up faster electronically (of course, you may be using the wrong word!).

Well, it's probably not NECESSARY, but it does help A LOT. You don't have to look every new word up in the dictionary, it saves time, and is much lighter and more convenient.
