This is an example of the Liar's Paradox. It's impossible to tell. If the person is lying, then they would be telling the truth, which would be lying, which would be telling the truth, and so on. Another example is saying "It's opposite day" because then one would have to say that it wasn't, which would'nt convey your point. It's very confusing.

The term "I'm Lying" in itself is only a true or false statement if it is precided by another statement, so if you just walked up to some one and said "I'm lying" and then walked away you would not be lying or telling the truth, you'd just be strange because your statement made no sense. Now if you said something that was true,and then told the person that you were lying about that truth that you just told them, then no, you would not be being honest, you would be lying. but either way, I still think that you are just being strange.

Two negatives never equal a positive.
If you lie about lying, then you are a liar. No judgements being made, just using simple logic.

Because that sentence means you are telling the truth but saying it's a lie.
It's reverse psychology at it's best.

If you lied, and then said, "I'm lying", then yes, you would be telling the truth. Other than that, No. You would not be.

If you say "I'm lying" and it's true then you're lying then you're not being honest.

If you say "I'm Lying" and it's false then you're lying saying that is not true, then you're no being honest.

Solution: if you lie or not don't mention it.
