Its called Nomex. Get rid of what he did. Wiriing in teh wall comes from above or below....attic basement. Determine which by going to the electrical box. You take out the box you are calling a socket. You can either drill down thru the subfloor or measure carefully and go to the attic and drill thru the plate....1 inch hole is best 3/4 inch will work. feed the wire to the box and hook up the recepticle. white wire one side black to the other green to the green screw.
With the power off...that's important and may now require a flash lite....go to any other recepticle and use it for a power source.
BTW, you seem to notice an obvious safety issue but don't say much about other issues of the house wiring...like how many circuits you have etc. I beleive it a wise investment to go to the hardware or home center near you and buy a book on the subject so you will know what's really safe and what isn't.
The free alterntive is going to the library. This is not the forum for prudent advise on home wiring....

The first thing to do is stop and read everything. If any of these steps are not clear to you or you can't find the answer stop, don't even think about doing this. Electricity is very dangerous and can cause electrocution and fires. Get an electrician!

The actual piece is called an electrical outlet. A small detail but very important in your research.
Things to consider first:
1. Do you have power strips already? Are they all 'full'? If this is the case, adding another hardwired outlet is a BAD idea. Adding an outlet doesn't increase the power available to the circuit. You could be risking a house/apartment fire. Please be careful.

2. Do you have an electrical box installed that has space to fit the new outlet into? This is really easy to tell without even taking off the plate. Is the plate 'double sized' and only has outlet on one side? In other words does it look like the outlets are to one side on an over sized plate? If you do not have a box already installed large enough for another outlet, you cannot put another outlet in. Instead you will need plug in a power strip or other electrical appliance with multiple outlets.

OK if there's room and you are already taxing the circuit capacity, it is very straight forward. Home depot and other stores sell a very inexpensive Home repairs book that should have this in it.

You don't if you're in the UK, the law changed, and all electrical wiring must be carried out by a qualified electrician.

If it isn't and someone else gets hurt, or worse, you're in big, big trouble! Especially if you sell it on unsafe.

It's called a spur... by the way... running wiring from one socket to another new one!

a qualified electrician will wire the new sockets from the back of the old one... as most sockets have expansion wire holes on the back.. the previous owner should have either.. cut a groove in the plaster and inserted wires, then plastered over.. or used trunking...
