Good question!
I think first I have to be totally surprised by whatever it is I've just heard.
If it's very silly and unusal wordplay, that usually makes me laugh. Or if it's someone who's usually very stiff and self-conscious suddenly playing the fool, that's enough to get a giggle out of me.
And then, of course, there's being tickled ;-)

ethnic jokes (sorry, but it's true)
1) why is italy shaped like a boot?
because you couldn't fit that much sh*t in a shoe!
although that's not necessarily an ethnic joke. you could clean it up and it's just a funny joke about a country being too big to fit in a shoe...
2) A Polish couple is about to have sex for the first time and the husband is uncertain what to do. the wife tells him to "take the thing he plays with and put it where she pees"
so he takes his bowling ball and puts it in the sink.
again, doesn't have to be ethnic, i often retell this as a w and laura joke instead

The unexpected a good case in point is the Addams Family movies they are just offbeat enough that I don't always see the punch line coming.
