There are many hosting servers providing free and paid services.It ultimately depends on your own requirements and the type of content you want to put in your website. If your site contains pure HTML ie. static content only, then there are many free hosting servers providing free services without any pre conditions like writing for their forums etc . Make sure you read their 'Terms and conditions' document before using their services. Most free servers automatically remove your site if it is not visited frequently by a fixed number of visitors.
If you want to have dynamic content then you would be using some web based technology like PHP or JSP and Servlets or others with probably some database like MySql. Generally there are different hosts supporting such technologies and most of them would require you to pay some amount in order to process dynamic content. I am providing a list of url's that host static and dynamic content for free without any monetory demands. The first two provide free server space of 50 and 501 MB respectively but you can have only static HTML based content. The third one provides a free space of 100MB with dynamic processing for PHP based application and the last one provides a free space of 50 MB for processing JSP and Servlet based application. Just my experience with them is extremely good..
