When I start my F3 it sounds choppy like a two cylinder and lately, its been making popping sounds from the exhaust. It also dies at low engine speeds. I checked all the spark plugs and they where kinda black and sightly wet looking. Can anyone offer me some help? Thanks.

Change plugs, wires, and put a little octane boost in your gas. Check to see if the plugs are fireing by holding them on the engine block and turning over the engine.

Check the air filter and replace if it's dirty. If it's not the air filter. You may have some trash in the carbs. You are going to have to replace the plugs regardless now.

You didn't put a jet kit in it did you? If you did, remove and replace with stock equipment or let someone who knows what they are doing jet it.

load it up in your truck and dump it at the local scrap yard, then take the money you got for scrap and use it for a down payment at a SUZUKI dealership, i can guarantee u that the prob with your CBR600 isnt in the engine its that tag on the side that says HONDA!
